So here is a question I recieved from the our east coast counterparts over yonder Stone bay territory.

Question was..

Can modification records be kept in as an electronic record?

On page 2-5-1 states
b. ....[An automated system is authorized providing the automated system contains the same information required by the NAVMC 11053 or 11054.]

That part of the pub meant using a digital (excel version) of the NAVMC. But GCSS-MC is now the only system you can use for Mods per GPN 3-12/4-12. Direct all GCSS related questions to that area of the site.
